92 ES Heavy Steering problem (following up and possible reasons?)

Default 92 ES Heavy Steering problem (following up and possible reasons?)

After I intall the rack the steering become ultra heavy, well actually confirmed by the suspension shop that it is no power steering at all, the valve do not open to allow fluid to go into the system.

Then:
Day1:After I reset the computer(remove the battery then reconnect 1 mins later) it worked fine again, power steering back on.
Day2:I switched on the air-con in the morning then park at home. At night when drive out, the problem happen again. Then solved the problem again with reconnect the battery.
Day3:Normal
Day4: switched on the air-con then park again. Problem occured again. Then solved the problem again with reconnect the battery.

Now, I was told the power steering is not battery driven, so it got nothing to do with the battery. But someone suggest it is the problem caused by my ALTERNATOR not charging enough power so the power steering goes? Can it be the case?

Today, the steering fail again, but then I drived for 90km and return home, when I am going to park back, the steering worked again, so it looks like battery problem(as it got charged after a while), however how can it be?
