1996 es300 steering wheel vibrates

i would like to know what is causing my steering wheel to slightly "jiggle" back and forth at low speed, it only occurs at low speed and low idle.Please help!!!the car was involved in a side swipe when i bought it, could it be a bent wheel?

bent wheel would feel at all speeds.

what would it be then? could it be some kind of steering bushing?
