EGR Problem, CEL on.

EGR Problem, CEL on.
96 ES 300 has the CEL on and it reads EGR problem. I forget the actual code. I have removed the EGR Valve and cleaned all the ports that I thought would need to be cleaned and replaced, CEL back on again. Then I bought another EGR Valve off of a used wrecked ES 300 and the same thing happened. I was told that the EGR Valve on that car was good. So now I need you help in figuring out what I need to do to get this CEL off. I can't pass my emissions state inspection with it on. Is there a trick or cleaning method I am not doing? Please Help. Thanks.

Use the search function,it's there for a reason.Anyway,check the vacuum modulator.It's located beside Egr valve.Take it off {it's easy**and suck on the bottom pipe .If you get air coming out it's not good,it should hold vacuum.

I checked the search function and found very little on the subject. Can you explain this with more detail. Where exactly is the vacuum modulator? Thanks.
