Exclamation Best way to lower 1998 ES 300

I have a 1998 Lexus ES 300 and would like to lower it an inch or two and was wondering what would be the best way to do that. Money is tight, don't want to compromise the ride and comfort I have with the stock set up. I have come across H&R springs in ebay for 300 bills and would lower the vehicle 1 inch all the way around. Im also planning one day to get 17 inch IS 300 5 star OEM chromies. I currently have 15 inch OEM ES 300 chromies with 215/65/15 tires. I have about an 1.5 inches of fender well showing all the way around. Any advice would be appreciated.
