2000 es fans not running

2000 es fans not running
On my 2000 ES300 both fans are not running. Things that I have checked:
1) Fan No. 1, 2, and 3 relays.
2) Engine Main Relay
3) Both coolants sensor(bottom of radiator and at the thermostat housing)
4) Both fans working when connected direct to the battery
Any ideas on what might be wrong? Of course it is overheating when sitting in traffic.
