fast idle work intermittantly

I have a 98 es300 with 134k miles. Sometime when I start the car it will not go to fast idle. It would idle very low and sometime would stall. The problem happen if the engine is hot or cold. Turning the ac on does not raise the idle either. When I rev the engine up to 2k-3k rpm the fast idle would kick in most of the time. I suspect the solenoid for the iac. Any help will be greatly appreciated. Thank you

Solenoid bad, you won't be able to start. It just click on and click off as you turn key on/off. You can by pass it for $100 in SoCal. Described symptom sounds like plugged diaphram (EGR modulator) with possible EGR valve problem. Inspect diaphragm to see how dirty it gets. Pry open, clean, and snap back if you want to save, OR buy a new one. If you can't blow thru diaphram, it's plugged. EGR valve has Toyota word on it, so it's identical as the Camry. Take it to Toy dealer for part replacement which runs around $80. That was my problem then, so you can try that. Yeah, I had the solenoid bypassed too.
