'92 ES300 coolant reservoir bubbling

Was driving my car around today and noticed that white smoke was coming out of my hood. I popped it up and checked and it was because my coolant reservoir had two holes in it (no idea how). Not only were there two holes in it but the water was bubbling. I patched up the holes, filled up my radiator with water and drove home from a friends house. When I got home the water was still bubbling. What's causing this?

I added water wetter + some water and drove around the block a couple of times and it didn't bubble. I'll try driving a bit further later tonight. I was talking to a friend and he said it could be something wrong with the radiator cap or a leak but I don't believe I have any leaks. Also when I checked my coolant reservoir right after I drove and it was on low, even after I put some water wetter in it, is that normal?
