94es300 code P1600 after installing new battery

Has anyone ever come across this code after installing a new battery in their car? Ive checked all the fuses, disconnected the battery again to clear the codes, and tried clearing it with a code scanner, which it then comes back immediately.
The code is related to the keep alive back up battery power for the engine control unit. I still have to ckt check as soon as I find the pinout for the ecu.
The battery had been going dead after a couple days, I cant believe this would screw up the ecu? I sure as heck dont want to take it to the dealer to have them put a $1000 new ecu in it and find out it has the problem.

Check the voltage on the EFI fuse, you should read battery voltage at all times. If that is good, check terminal E10 (W-L wire) of the ECM. again you should see battery voltage all the time.

I got 14.4v with engine on, 12.5 with the engine off at the pin. anyone else have any ideas? What are the odds the ecu went bad? The car runs fine. Just the cel with the code P1600.
