No. They are little 'condoms' for the bulb, if you will.
But since they are wider than the hole, which is made for the bulb alone to squeeze in, you have to crack open the fog light assembly and have them mounted internally.
This would give you a better idea, a more brute approach with cutting the housing but same capsule: http://mysite.verizon.net/dinhdu/index.htm
Btw, OP, looks freaking awesome! Immediately i started thinking of doing the same, but i will be taking things in a different direction for next year!

BTW, baking the fog lights is super simple. 250 degree's for 10 minutes and the lenses come off very easily. I was kind of scared to do it at first, but it is a piece of cake.

Oh, BTW, I also did this little project for both headlights and fog lights.
I used the 3M Headlight Restoration Kit you can buy at Wal-Mart.
I highly recommend this. Take your time, about 45 minutes for each light.
Now all my front lights are pretty much like brand new.

^^ Just to confirm, the one lens is 'yellowed' before the restoration?
I have one of mine that is yellow, and the other is fine, it is **** off, and tried a couple of things with no luck...

WOW that looks really deep yellow. I'm impressed with the caps. Seems as deep as the 3k HID if not more. I'm glad you shared this with us. Thanks for uploading the extra pics. I'm gonna go for it. Nice job R1R, to bad no write-up on it
