Power steering issues and squealing

Just had my timing belt done, along with serpentine and steering belt. Now...when the car is stopped and I turn the wheel the belt squeals. When its cold...the wheel like jerks while i turn it and the belt squeals like heck. I opened the hood and had someone turn the wheel and it looks like one of the parts that the belt goes around (i'm not really familiar), the circular part, towards the rear of the car, it looks like it stops for a bit while its squealing and causes the squeal. Is the belt too tight or what?

When you turn the stering wheel is when the most pressure is built up in the PS system (locked up one way or the other is when the system sees the most pressure). Sounds like te belt may not be tight enough (hence the squeeling & kickback when the belt slips on the PS pump pulley). If the tension is good, maybe try some of the belt dressing that you spray on.
