Help--Cam pulleys out of alignment

Help--Cam pulleys out of alignment
Hi everybody, I have a 2002 Lexus es300. I recently changed the water pump, timing belt and other drive belts. Once finished, The car seemed to run well but I got a CEL with codes: p1346 & p1351. It says the cam pulleys are off.
So I went back and took everything apart. I removed the timing belt and lined up the crank, lined up the cam pulley closest to the alternator, BUT, FAILED on the cam pulley closest to the firewall (rear). The rear cam pulley responded (made a noise) and jumped back a lot when I tried to adjust it. Every time I try to adjust it, it will not stay. I am using a ratchet with a 14mm socket. Does this only turn clockwise or counterclockwise? I don't want to cause any damage. What can I do?

The valves are making the camshaft turn....it's normal for it to not stay. Try to get the belt on the crank and one of the pulleys, then rotate and hold the other pulley and put the belt on all at the same time. Any way you do it, you have to do 2-3 things all together.
