getting a key cut questions.
I have two valet keys, the previous owner lost the master key. So basically 1 is for door locking/unlocking and the other one is the ignition. I recently bought a uncut key off of Ebay and I have already program the 3 buttons to work with my Lexus. Is it possible to duplicate the valet key (the one for ignition) on my new uncut key? Does Lexus company have to do it?

Yes, Lexus has to cut it for you. (they will most likely ask for the VIN number of the car and maybe ownership). Oh, and it wont work in the ignition unless your ebay key came with a transponder built into it. If it did then Lexus has to program it to your car, for it to work. If not then it can only be used to open/unlock doors, glove box, etc.

Programing the unlock, lock, and trunk buttons you can do yourself but you need Lexus to program your transponder chip. If its not programed then your car wont start. Its part of your engine immobilizer system.

you can use the key from ebay and they will cut it for you. Also, they will program the transponder to your ignition as long as the key has a built it chip. If not then you can only use it to unlock and lock doors and the trunk. Do you understand what I'm saying?

You do not have to go through Lexus to have the transponder programmed and the key cut. Call local locksmiths to see if they cut Lexus keys. Once you find one and it is cut, they can usually program the transponder. I have purchased several blanks over the years for my RX and have never needed to go the dealership. My local locksmith only charged me $15 to cut the blank.
There is a process for programming the key that involves a series of pushing the gas, brake, unlocking/locking the doors and opening/closing the driver's door in a sequence to program. Use the search and check the forums or google for instructions on how to do this. I did have a service tech at Lexus do this for me once. I bypassed the service advisor and went straight to a tech. He did it just as my instructions advised and the key was programmed.
One thing to be aware of though, the car can only have so many master keys programmed and once that limit is reached, the car's ECU will need to be reflashed. This equals $$$$.

the thing is i dont have a master key i have only 2 valet keys

could the locksmith cut the valet key that start the ignition?

There, what he said ^. . Lexus cut a key for me for free and a tech programed it for me for $60....So its up to you whether you go to a dealer or not...I wouldn't go to a locksmith , but thats just me
