Default Power Windows & Power seats do not work

1997 Lexus ES300.........

Mechanics say it might be fuses/switches..........all other "power" stuff work............hopefully it's not the motor or god forbid, the wire harness

check the fuse on the left side of your steering wheels, pull the coin holder out.

Here's the thing.............the fuse box is melted on the bottom right side.............which is where I think the power fuse was located lol

So I guess I have to replace the Instrument Panel Junction Block............

Wasn't me......previous owner didn't take care of it. She probably blew a fuse and never replaced it or the installation of a sound system might have jacked things up electrically........I picked up my es for a deal and am fixing it up

Does anyone know if the Instrument Panel Junction Block is connected w/ a plug to the wiring harness or is it connected via individual wires? Trying to gauge the severity of work on it......
