Road Force Balancing Number...What does it mean?

Default Road Force Balancing Number...What does it mean?

My dealer road-force balanced my 4 new tires that I bought from Costco. They gave me the test result: the numbers were 8, 12, 13 & 23. I was told that (1) the higher the number, the less uniform the tire is, (2) although 23 is not ideal, it's within the acceptable level and (3) Costco and Michelin probably won't replace it.

What do these numbers actually mean?
