Default Fog Lights
Will the fog lights from the 00-01 ES fit into a '99??? I want to re-do the headlights and fog lights on my '99 and I like the clear lens that the 00-01 models have for the fog lights.

Nope. The shape and mounting points are different.

What are you going to do with your headlights? Only way is buy 01 bumper.
