Maybe I'm not understanding his wording, but I'd go to a different mechanic.
Decarbonize the throttle body? The only thing the throttle body sees is clean air. There's no combustion gasses there...and thus no carbon buildup.
Spark plugs I can understand.
Why on earth would he reset the idle? Has the ECU stored some learned fault that has it too low or too high? I didn't think the stock ECU was manually adjustable for things like that.

Yeah sounds like some corner mechanic trying to make money off you and do more than whats necessary. As others have said WTF does resetting the idle have to do with anything? LOL And as mentioned about the throttle body it will build up gunk over the years but thats doesnt really effect much as all it does is let air through it.
I do recommend doing the spark plugs but doesnt sound like I would let that mechanic do them. I just did them myself in my 00 ES and it was super easy. Maybe you would consider doing them yourself? Just a though then its a cheap job and if you know what your doing you know it gets done right.
