Re-setting the ECU - myth or fact?

I've been searching for help on my idle problems, and there are countless posts advising that disconnecting the battery for (20min)(1/2hr)(overnight) or pulling the EFI fuse will 'reset' the ECU. I have the Lexus manuals for my '93 ES300, and there is no mention of the ECU getting reset, as in re-programming itself or 'learning' from this. It does talk about erasing stored trouble codes, but that isn't the same thing, is it? I'm new to all this, so can anyone with experience address this?
BTW, all of the above was in search of how my idle has stayed high after cleaning the throttle body. With no luck working on the IAC valve, next thing to do is try to test and maybe reset the TPS, by the book.

Removing power will erase codes, and also reset both the long term and short term fuel trims. And also have a significant affect on the learned idle (but mainly on the later model cars). Your problem sounds more like a vaccum leak, or possibly the TPS. If you have a DVM, by all means check the TPS signal at idle. The TPS could explain your symptoms, and it is fairly easy to eliminate this possibility.
