Default 01 ES300 Interior Lights

I do have a question for you folks or you Lexus enthsiasts out there owning a 3rd Generation Lexus.. I have a slight inquiry as to why the interior lights and all around lights are flickering ever so slightly evening the exterior front and rear lights if anyone has any suggestions they would be very much appreciative thanks again for your patronage!

I had this problem a year ago.

I was convinced it was the alternator that was shot. I had it tested and it was running just as it should.

The next thing to do was change the battery, i did this and the problem went away.

Now the only time it 'flickers' ever so slightly, is when i open/close the windows [but this is normal of ALL cars]

Well evidently my father had supposedly changed the battery to a new one like a couple thousands miles ago therefore this flickering nonsense shouldn't be happening. Should I be checking the wires that go from the terminals and see if the ground is loose perhaps is that something that could be an issue!?

^ Grounds, yes. Check them all over and see if they are okay and tight.

Check for any loose connections.

My landlord had just informed up today that it is the alternator that in which an internal part inside is starting to malfunction, "the voltage regulator" appears to be giving out.. Does this perhaps throw down any hints to your advice?
