Default Cold weather, heater, and water temp

Ok so it is getting cold here mid-high 20° and low 30's

First thing i noticed that the cars water temp very rarely will get above the first tick above cold, most of the time it sits right on the fist tick.

I believe this is causing the heater to to get as warm as it could.
If i have fan on high it is about 115-120°. Low to med 130-138° (center vent)

Is this normal on a 95 Es'? What can i do to get water temp up a bit outside of blocking off part of the radiator?

Most probable cause is a defective Thermostat. Change it for an OEM one. The difference in price between an OEM and aftermarket is not that significant.

Whatever you do decide to do, don't block the Radiator. You will be looking for trouble. Fix it properly.

I forgot to clear up if it is warm out 50-60 cars temp hits just a smidgen above middle. Its just when it gets cold out and i use the heater.

If it was the tstat wouldn't that case the car to over heat as it cant open fully? which means hotter water temps?

Not if it's stuck OPEN.
