Default My car is no longer "lexus quiet"

Hey guys. I have a little problem on my driver side window. At first, I did not know what was going on, but my window was slowing down (it wasn't going up as fast as before). It turns out that there's a tear in the lining that partially obstructs the way of the window going up and down. Here are some pictures.

Questions:
1. Has anyone here experienced this problem?
2. How much will this cost to get fixed (labor + parts)?
3. Where can/should I get this fixed? I live in San Jose, Ca and I'm willing to drive anywhere in the bay area for the cheapest rates.

Every time I drive in the freeway, there is a wind noise, as if my windows are slightly open. As of today, I found out that if wash my car, some water drops will get in. I need this fixed.

Got the part fixed. $70 for the part and $20 for labor. Total was a $90 job.

Just by looking at that, i would believe thats a 90 dollars very well spent
