How come some 97-01's have daytime running lights and mine doesnt?

How come some 97-01's have daytime running lights and mine doesnt?
I have a 98 and i don't have daytime running lights in my high beam housing. How come they aren't on but when i see other ES's they have them on during the day. Does any one know why?

They started that in 99 not 98 thats why. 
They're standard on all 1999 GM, Lexus, Saab, Suzuki, Volkswagen, and Volvo models, as well as the Toyota Avalon, Camry Solara, Corolla, and Sienna.
