ES 300 Tail light Problem! Urgent!

2nd gen ES300 Tail light & Oil filter Problem
Ok guys, I have a problem and am quite frustrated at the moment. I have a 97 Es300. The only thing I have done significantly since I have gotten it is replace the stock Halong Bulbs with a HID kit (low beams). All of a sudden out of nowhere my fuse for my tail lights go out, which is no biggie. Just replace the fuse right? Nope! It blew out a replacement 20 fuse as soon as I put it in their and also a replacement 25 amp fuse. I put in a 30amp fuse thatr didnt blow, but now the license plate lights work, and 1 tail light bulbs works. The tail light bulb on the passenger side, like on the side of the car. I replaced the bulbs but it wasn't them. Because of this, I can't drive at night and the position that I am shooting for needs me to drive at night. Please Help! Has anyone had this problem? I can't afford to take it to a shop because I am currently out of work. I have some car know-how, and I know electrical wiring somewhat. Any and all help would be greatly appreciated.
EDIT: AND to make matters worst I can't this stupid oil filter off! It feels like someone put the damn thing on with an air tool. I put the oil wrench on it, not even a budge even though there isn't much room to work with. Any suggestions please. I am wondering if I made a mistake trying to do anything to this car. I never had this much problem with any other car.

You should have never put in a bigger fuse! You obviously have a short somewhere, a bigger fuse can easily end up burning wires and making the problem worse.
A common point of failure is in the trunk where the wires flex, they like to break and short out to the body of the car, look there first. It's near the trunk hinges at the point where the wiring goes behind the trunk liner.

Ok, I am kind of bringing this back from the dead. I took the car to a shop to get it diagnosed. They said that my module 2 was bad. I'm sure I could probably replace this module with some help from my father, but I don't know what module they are referring to. Does anybody else know what module this is and perhaps where it is located. Any help would be really appreciated. Thanks

Bump, still looking for a solution to this one. I have taken down all the liner in the trunk and can see all the wires and everything, but I'm kind of at a lost now. Too many wires, don't see any breaks...Have no idea where the module is. I really need help on this one because the 400 dollar price tag to take it to the shop is just not affordable right now. Bump, still need help with this one guys please. It's kind of hard to fit working two jobs into the sunlight. I can't drive it at night for the police said since there were no tail lights, they could tow it away. Any and all advice or suggestions would be greatly appreciated. Thanks in advance everyone
