p1155 and p1135 sensor replaced still fail

p1155 and p1135 sensor replaced still fail
hi i replace all 3 oxygen sensors on 1998 lexus es300 with 230k miles
car still giving the p1155 and p1135 mil light.
heres is my reading if anyone knows if this is the correct reading please let me know
this is when the car is idle u see the 2nd sensor whiches the middle sensor shows a .70 volt the rest read .660v
then when i step on the gas up to 2k rpm the voltage rises
it would fluctuate from .000 to max .700
is this normal
