Question Problem showing P1354 code

HI my lexus es300 99 showing p1354 this code
also engin light with traction off lights are on
i been told this error is showing some thing bank #2
and need to change a vvti sensor
right now a guy who is a mechanic too disconnet that sensor and also change the spark plugs
it woring ok but lights are still on and not have much power in it
can any one tell me in detail what is bank do wht it does
a little more detail about thi is this gona b fine after changing the vvti sensor

Most likely the culprit is the Bank 2 OCV - Oil control valve. The Es300 engine has two banks (of cylinders), one near the radiator (Bank 2 - easier access) and one near the firewall (Bank 1 - much harder access).
