Default 1999 ES300 Rear Rotor Frozen

My rotor on my 99 ES300 is stuck and won't come off. There is a rust ridge on the inside of the rotor and the emergency pads want to come with it when I try to slide it off. I want to be careful and not cause offer issues. Where is the emergency brake adjustment on a ES300? Do you need a special tool to make the adjustment? If I can adjust them in, then I can get the rotor off.

There is a rubber plug in the disc, remove it. Then rotate the disc so the hole is at it's lowest point. You can then rotate the adjuster to back off the e-brake shoes to allow removal.

The correct procedure to re-adjust the e-brake clearance is to turn the adjuster until the rotor locks, then back it off 6-8 clicks.

I think my right rear caliper is dragging, would this be able to fix that? Might try to do it myself tomorrow

Will not fix a dragging caliper, the adjustment is only for the parking brake.

where is the rubber plug. Is there a pic or drawing to locate?
