1998 ES300 with 176,000 miles. About 3 out of every 10 times I press the brakes I get this grinding feel on the pedal and a low pitched moan or whine noise. In some of these forums there's mention of "pin" that may need replacing. It only occurs at low rates of speed and usually when I'm turning, going through water or over bumps. The car is great minus a few electrical issues. I've spent $1000+ on new pads, struts and rotors, but I'm still having this issue.

agreed...check your cv joints and even wheel bearings...when changing brakes you caliper pins should have been serviced (cleaned and greased) if you lift the front end off the ground and move the tire up n down i think you may find some play in the front end!!!!!
