Calif. Emissions vs non Calf Emissions

I have a 98 ES300 with 153k on the clock and it is throwing a p0420 code. Now I have not had chance to do any diagnostic on it yet. My question is should I need a new catalytic or O2 sensor what is the difference between california and non.. The car is going to be moved from california to north dakota (no smog required) in about 2 weeks and there is a 99% chance that it will never go back to cali. Is there any reason that I could not put non cali parts as far as check engine light poor performance anything like that?

It's not going to make a difference.
Just go out and get a Magnaflow cat and be done with it.
I know Solaras (also a 1MZFE engine like your ES300) for instance that the stickshift versions don't have precats (so they are federal emissions), while the automatics do.
Those 5 speed Solaras pass just fine in California like their automatic cousins.
