Fog lights don't work

Fog lights don't work
I bought my 98 ES300 with 175k miles and non working fog lights. I thought it was just a fuse or burnt out light bulbs, but I'm not so certain now.
1. The 15 amp fuse is good
2. The fog relay clicks
3. one of the light bulbs looks good but it doesn't light up.
Should I just buy new light bulbs and try again? Is there anything else?
The car was in a minor accident which caused both the driver side headlight and the corner light to crack, but the wiring all seems intact. Apparently the PO hit a deer. Do you guys have any ideas?
Here is how it looked when I bought it.
Does anyone know the official name of my paint color?

I would check to make sure they are properly secured into their harnesses, other than that get new bulbs!
