Dealer likely only did a drain and fill. The particles you see are in the overfill bottle. They didn't clean that out and so it'll be there until it gets cleaned. If you really want to know if the fluid is fresh you can get a tester at any auto parts store for about $15 or so. Fresh anti-freeze should have a -30 degree or better freeze point.

oo ok..so is drain n fill a bad thing? i guess they did it because the original fluid must have been in great condition? But actually should it be drain n fill or should be changed or it depends? thanks

It's possible to do more (like flushing the system) but if it's well maintained it's not necessary. As for the overfill bottle, flush or not that's going to stay the way it is unless you physically remove it and clean it.

ahh interesting....thanks tho. Didnt know that the particles will still be there (so soon) even after it was "replaced". i thought those particles will start to appear as time goes on but not now.

I would complain to the dealer for not cleaning it out. That's just poor oversight. The reservoir is only held in by 1 bolt, and it's very easy to clean.
