Default Low Rpm ES 300 99

Hi my 1999 es 300 starts up fine the first time around. Every thing is fine , the problem occurs when I stop for a short period of time and I turn it on, the rpms are really low , if I try to take off it turns off, the only way I can fix this is, by revving the engine. to the point that Im almost redlining, then the rpms go back to normal

Here are a few things I would check. Throttle body/plennum for cleanliness, Idle air control (IAC) valve for clealiness, and also your fuel system. When was the last time you changed your fuel filter? Willing to bet it is one of the first two.

fuel filter shouldn't be the problem if it's only 3 years old.
checking the IAC is a must and maybe check the EGR as well.

if i were you, i'd clean the IAC first and run a bottle of seafoam as well.

Yes. Rule out the filter. Start troubleshooting the other areas. Forgot to mention the exhaust gas recirculation system but that is definitely another area to check.
