Default Cold start issue

When I first start a 97 ES300 it starts but it acts like it is short fuel. It usually dies and you can restart it and it is ok. Can someone give me any ideas? Couldn't find anything on search.

Does it take a bit longer to start or does it start up right away?

check the cold start injector and the cold start timer ...also look over the vacumes lines going to these parts

There's neither cold start injector nor cold start timer on a 97 Lexus. The ECU does everything.
