is the radiator salvageable or does the unit need to be replaced?

A defective radiator cap that releases pressure too early could cause these symptoms, and yours looks defective. The first, and cheapest thing to try is to get a new Lexus radiator cap.

Alternatively you could have your radiator cap checked by a radiator shop, but I'm not sure it's worth the money or trouble to do that, as those caps are relatively cheap.

Rust, silt, scale and other deposits. For a twenty year old car it comes as no surprise, especially if proper maintenance (and Toyota coolant) is neglected.

Overheating can be caused by:
- dirt, leaves, deposit clogging the line / radiator
- faulty thermostat
- faulty water pump
- failing radiator
- incorrect ignition timing
- faulty cap
- faulty head gasket or block cracked

Inoperative cooing fans, low coolant level, and air in the cooling system are some other common overheating causes. There may be others, but am too tired to think.

Does anyone know what tests or signs I can look for to narrow down a diagnosis?

History and Physical:

- Overheats after 10 minutes of running
- main leak appears to be spewing from tiny hose on the coolant expansion tank
- The Fan Works
- No evidence of leak from the hoses or radiator
- No leak from the engine block
- Thermostat has been replaced

How can I trouble shoot the water pump? where exactly is the water pump located?
I just ordered a new radiator and cap. Hopefully it works.

And thank you all for your input!

Try the new cap first before trying anything else.

In the meantime, try not to drive your car anywhere.

Pull the engine oil dipstick out and look. Is the oil normal or milky? If the latter, you probably got a blown headgasket. If the gasket is broken, exhaust gas could enter the cooling system and pressurize it a great deal. If the cap broken, nothing is is going to stop the pressure from shooting coolant out.

Have the mechanic do a pressure test see if it's leaking any coolant and we can start from there.
