Amp Problem

I have posted this about a year ago here and still need to figure out where this problem lies
My stereo is not very loud.. i turn it right up to max to be able to hear it at a reasonable level. It is not very loud.
Now i need to know if this is the amp causing this problem and how and where would i go about fixing this problem?
I can see the amp is under the passanger seat and wondered if a fuse or somehting has gone.
Does the stereo kick out so much sound and the amp just boosts the sound to a higher level? If so the amp is not working and is just passing the sound stright from the stereo?
Oh and I have a 92 model
