i can hear a noise near my left front tire
when i brake or turn slowly i can hear a little knocking noise or something like that from the left front tire.
what could it be?
and it feels like my brakes are pulsing even when im braking from a slow speed.

could be a warped brake rotor..this can be easily diagnosed and replaced by a brake mechanic.
The wheel bearing may be going. Raise the car so that the wheel is off the ground. Secure the car with a jack stand, something more solid than the scissors jack. Grab the tire at 12:00 and 6:00. Push the top of the tire in while at the same time pulling the bottom of the tire towards you, then reverse directions immediately. If the wheel bearing is good, there should be no play in the tire/wheel assembly. If you feel any thunking or wiggling, the wheel bearing is shot. Have it looked at by a mechanic.

When you've got the car up on jackstands, check the CV boot to see if it's torn. A CV joint going out will cause a knocking noise when you turn, but that'd probably be worse when you turn and accelerate rather than brake. The rotor or bearings would probably be a more likely cause, but this would be worth checking out while your down there.

A torn CV boot would likely warrant replacement of the half-shaft since you've already run the risk of the joint being damaged and in many cases it's very impractical to replace just the boot. The half-shaft itself should cost less than $100, probably more like $70 from someplace like Napa. I don't know what labor would run, it is a somewhat significant job but my dad's done it for me so I've never had to pay real mechanic's rates.
With the vibration while braking at higher speeds, I'd say it's more likely a warped rotor like was said before, I'd have a mechanic check out your rotors. Good luck finding the problem and getting it fixed without too much pain.
