Do all the lights have the same intensity? Sometimes a dim bulb triggers the indicator.

I one time had a similar situation, and it ended up being an intermittent bulb on the 3rd brake light.

The sensor would say a bulb was out from time to time, but they all appeared to be working until finally the brake light went out completely.

My guess is that bulb has never been changed and is over a decade old, I'd take the $3 gamble and change it out and see what happens.

if all the lights are working, you got a bad failure lamp sensor

That means one of the filaments in the bulb is burned out.

Check all of the lights with the headlights on, and you will likely find one that isn't lit up fully.
