VSC and Check Engine Light Help?!

VSC and Check Engine Light Help?!
1999 Lexus es300 162k miles
So the other day I went to change all 4 tires. Went i drove off the shop, in 5 minutes the VSC light comes on. I stopped the car, turn it off and turn it back on. The VSC light is gone. Now, 2 days later. I'm driving up a small hill going 45mph and BOTH my VSC light and Check Engine light came on.
I stopped the car. Trying to figure out the problem. Set it in park, the fan doesn't spin when idle. (Is that normal?). Give the car alittle gas. The fan spins. I'm not sure if a fan surpose to stop spinning when the car is idling.
But can anyone give me info on why the VSC and Check Engine light is on?
