The clips might be a little hard to pry out but it'll happen they're just stiff cuz they've never been popped out before

On my 98 ES300, the license plate lights are accessed from the outside. You just have to push on the plastic clips that hold the clear lenses, and then it's a matter of pulling out the whole reflector assembly and swapping the bulbs. Is it way different on the newer body style?

On the newer bodies you have to access them from the inside just gotta remove the emergency latch and all the liner clips then there's some clips behind all of that but you have to really pry them out with a flat head cuz they never been removed before just needs a lil muscle that's all they'll come out I have an 04 and it was the same way

On my 2002 es300 only way to do this was through the trunk. U needed to remove the emergency latch and the clips that hold the liner on the trunk near the license plate. Once that was removed changing the bulb was easy.you just needed to peel the liner back and get access to the bulb holder. The tricky part for me was to find a way to remove the emergency latch. Attached is a picture of the latch handle dismantled so you can figure out how to take it apart with out breaking it. Hope it helps.

Once you get the liner off and the emergency latch just reach in for the bulb and turn the whole bulb socket and it'll come right out then just change the bulbs
