I'm trying to install my new timing belt and was wondering if it's normal for the belt to be very tough to get on? Everything has been removed that was documented. Does the lower tensioner pulley have to be removed also? I thread it and it does not go on fully on the right upper cam.
Any help would be greatly appreciated.

Yes. When re-installing, you will either have to compress the hydraulic tensioner and insert a pin, or it is possible to install it by just using the bolts, but beware if yo do this wrong you will strip the threads.

I had the same issue with my 3MZ-FE.
Remove the tensioner to allow the tensioner pulley to fall back a bit to give you some slack. Then install the compressed tensioner.
