Default E-Brake Install/Troubleshoot

I have NO E-Brake. I can pull it up all the way, and I just hear scraping. How do I go about repairing this? Yes, I sound like a n00b....

It sounds like you just need to replace the e-brake pads. They work like drum brakes. Assuming the scraping noise is coming from the rear and your e-brake cable is intact. Start by jacking up the rear end and removing both wheels, calipers and rotors. From there the e-brake assembly is visible and it should be evident whatever the problem may be......stuck or worn down pads, frozen assembly or springs.
