96 Would not start

I heard the starter, and it was cranking. RPM was so low, it was about beneath 200 RPM and would not turn over. Just stalled out and died. Tried about 15 times. Same result. Had it towed. Mind you the battery is healthy and was at 12.3 v (shouldn't have a problem with that voltage).
After Sears had it, they tried to start it and it did with no problem (this was after maybe an hour of me quitting on it). Interment and there was no CEL I tried to pull it while it was happening. Help.

Take it to a parts store that will do a free battery load test, and charging system check. That way you can rule out those possibilities. If you have a battery charger you should fully charge the battery at say 2 amps until fully charged before the load test for accurate results. Are the battery cables clean? A good practice is to give the battery posts a light coat of dielectric grease after cleaning and before installing the cables to protect the connection from oxidation. Do you have a check engine light or trouble codes.

I thought that too, but they said if it was a starter issue, I would just hear a clicking sound, and not the engine TRYING to turn over. Oil is where it should be. No leaks, no burning, no overheating.

If you have a multimeter, you can watch the voltage at the battery while someone else tries to start the engine. If the voltage goes lower than 11 volts, you most likely have a battery/ charging issue.
Another thought is if it turns over slow after sitting overnight, but starts fine after it has been driven then you might have a vampire, or component draining the battery while the engine is turned off. Maybe like something plugged into the 12v power port!

Although not very likely as a cause might as well check the following as it takes less than 1 min and is easy to do.
A blown head gasket or a cracked block can allow coolant to seep into a cylinder when the cr as been armed fir a while, and this can cause hydro lock in tat cylinder, preventing it from moving,
So check your coolant level, to make sure you didn't loose any coolant.
As I said, not a likely cause, but might as well eliminate this as a possibility.
