Default temp gauge calibration? needle off

1993 ES300. Temp gauge always starts with needle in the bottom 1/3 to middle, and rises up to middle 3/4 under normal temps, even closer to hot. I used this cluster in another ES300 and it did the exact same thing, so I think it's the cluster/gauge.

I've replace water pump, thermostat, temp sending unit, rad. I do not have an overheat issue.

Is there a way to move that temp needle, or re-calibrate it?

Not in my RX, but in our 4Runner I had to recalibrate a gauge by winding the needle until it felt solid and then putting it to zero, because the needle got too loose for some reason.

I asked Tanin Electronics (they specialize in rebuilding these clusters) and they suggested I try prying off the needle and re-positioning it. It sits at the 1/3 mark when cold or shut off.
