3rd Gen ES300 CEL P0141 with TRAC OFF light stuck on

Hello all! '97 ES300 here. So, I know the p0141 is the downstream sensor on the odd # cylinders. However, TRAC OFF is forced on, with or without the TRAC OFF button activated. I've cleared the code and it stayed off for a little while, then came back on after snowy roads. It's still forced on even after the bad weather we've been hit with.. So my question is if y'all have any idea why my TTAC system could be malfunctioning? Potentially a short, bad fuse, or maybe something even more complicated?
PS: For every instance the TRAC OFF light went on, it was right after the TRAC system engaged, and executed properly.

Your track system is not malfunctioning. The ECU turns the track system off due to your P0141 error. Fix the P0141 and your track system should start working normally.
It's a built in safety function that prevents the track system activating based on potentially bad data.
