Help! Someone tell me what this hose is!

Hey everyone I am cleaning my IACV on my 1998 es300 and before i go blowing cleaner through the iacv I want to disconnect the hose so that it can drip out. I am disconnecting this specific hose and a thin oil colored (thin like power steering fluid) fluid pours out. What hose is this? and which one am i supposed to disconnect for the run off to flow out! I was caught off guard when i saw the fluid pouring out (i have not sprayed it or anything to clean it yet)

one last thing if it helps. The hose i initially removed (in question) runs toward the front of the car connecting somewhere to the top of the engine. its only about an 8 inch hose.

You've disconnected the wrong hose. You disconnected a water bypass hose (coolant). Unfortunately you were misguided by the picture I assume you found on the RX forum. For the first generation RX the air assist hose is on the one that is shown in the white circle. However, on the ES, the air assist hose is the hose is the one directly below the IAC. Just incase i'm not clear, there should be 3 hoses going to the throttle body, the two on the outside are water bypass hoses, and the one directly in the middle is the air assist hose that you will want to disconnect before spraying throttle body cleaner.

Just to note, the coolant coming from that hose shouldn't be oil-colored as you say. It should be a watery yellow-green, like coolant should be. Oil color is a cause for concern.

It is possible that factory red toyota coolant (old or topped off with green) could look similar to power steering fluid to the untrained eye. Just compare what you saw to what is in the coolant overflow tank.
