cooling fans not turning off

I thought I killed my battery because of the auto headlights not shutting off.
I made sure they turned off. :-)
However, when I turned off my car yesterday the fans were on. I didn't think anything of this to be honest because many cars have the fans run after turning it off.
When I hooked up my charger the fans came back on.
Is there something common on an 2001 es300 that keeps the fans on?

Update - facing the car
pulled the main fan relay and the right fan is still coming on
pulled fan2 and both fans come on
pulled fan3 and the left fan is still coming on
when I pull main fan relay though the head relay starts making clicking noise.
headlamps are in the off postion
