Default "Whooshing" sound coming from one near wheel while driving

About 2 weeks ago I noticed the driver's side rear wheel on my ES300 makes a brief "whooshing" noise if I go over any bump regardless of speed. I can only hear it if I have the windows down, and I do not feel any difference in the ride quality since it started to occur.

Does this sound like a bad shock mount? Do I have to replace the rear struts? I was quoted between $1000-1300 to replace the rear struts.

it doesn't sound like a shock mount, but 'wooshing noise' isn't very descriptive to be honest.

that price is highway robbery !

I guess the only way I could describe it is every bump I go over it sounds like air is coming out of the tire. I've done several test drives and the PSI remains at 42 on the driver's side rear wheel so it's not an issue with the tire itself. I don't notice any difference in the ride quality.

42 PSI?! That's a lot, manual recommends 32PSI cold.

Sorry, it was 42 hot. I let them sit for 2 days and took the reading again, it was 36 so I brought them back down to 32.

I figured out the noise issue. Turns out the back plate was rusted and loose. (Part: 465030E010)

Quick question. Maybe dumb. Do you hear on pressing the brake pedal as you go through bumps or even while driving slow over bumps without pressing brake? Woosh at pedal is also a valid issue.
