ABS issue!

So I purchased this es300 and the brakes needed work, the car was a big tough to stop and the previous owner removed the abs bulb from the dash.
When I first got the car I replaced all the cluster bulbs that were out or missing and the abs light was steady on all the time. I diagnosed the abs and had multiple power failure codes and all 4 abs sensor codes 8-9 codes all together, I will post if I can find, when I reset the abs diagnostics the light remained on, front driver abs sensor, after a short drive the pass front sensor came up as well, I also determined the pads were the cause of the bad braking.
Today I replaced the front pads with cmaxx pads along with both front sensors, the light immediately went out. Now after who knows how long the abs is working again, and the car actually stops when I hit the brakes!!!
Here is the issue, at about 5 mph the abs will kick in every time I brake (Basically right before I stop), I have new tires all around the front driver is a bit low but I don't think it would be the issue

I have the same problem with this 96 Camry V6. I was thinking change the front wheel speed sensors, even tough there is no cel code. But apparantly you did that already on your car.

Yea this issue is new to me because it is the first time the abs has worked for me in this car.
I can say after refilling the tires it still happens, but on my way to the station i noticed if I brake then let off before I come to a stop like if I'm turning into a gas station the abs doesn't kick in, so the abs may be kicking on at 1-2 mph

Update:
So yesterday the abs light came back on until I turn the car off, also I noticed today that there is a slight clicking out of the driver front tire, I'm going to check it then update

I'd pull the front hubs apart,
drop the half shafts,
clean everything up,
fit new cv boots, re-grease, (cos I was there)
fit new sensors in each corner (all of them).
fit new pads (if not done).
probably new rotors (cos why not).
and I might replace the harnesses for the sensors too if they showed any sign of damage once cleaned.

Hey thanks for the advice, I checked out that clicking sound I was having and it turned out to be loose lug nuts. The cv axles have been replaced, not by me but they can't be more than a few years old
