That may be what he meant but certainly not what he said. I can not imagine applying high torque using the Rube Goldberg contraption you are suggesting. Exactly how would you connect the PVC pipe to the torque wrench? Plus, you would need some pretty stout PVC to withstand those forces. Oh well, nuff said.

Yep. I don't really know either way and I'm not suggesting you try it. Furthermore, I wouldn't expect accurate results, that's why they make torque multipliers or bigger torque wrenches.
