Clip in trunk

What is this hook clip for in the trunk for? It looks like a rolling cover of some type can hook to it to cover the contents of the trunk. (sorry, image needs to be rotated 90 degrees clockwise!)

The sole purpose of that piece is for the cargo net that I know of. Maybe the trunk organizer can attach to it as well?

Cargo net and to hook grocery bags or as a tie down for other luggage.
