Solved!! Picture request under hood.
There is a vacuum surge tank under the battery that has hoses that run behind the radiator fan to a sensor that is connected to the motor mount. These hoses on my car are not connected for some reason and have build up in the ends. If someone could take a picture of these hoses running from the sensor to the tank under the battery that would be awesome.

Unfortunately, that does not look like mine does. I think the differences in the year had different setups. Thank you for the link though. All of my hoses run under the battery and to the VSV attached to the motor mount. I am getting it up in the air on Monday and i am just going to replace the $115 hose with generic vacuum hose taking out one connection at a time. I have two hoses that are broken and not connected and need to know which one lines up with which. I may be able to figure it out based on length and if they reach each other or not. I was just hoping to maybe have a pic or video for confirmation.

OK. I'm bored, so here are some pictures from my 99s. It might not be clear from the pictures but one of the lines runs to a "T". The line coming out of the bottom of the "T" goes toward the mount. The other line goes somewhere in the direction of the firewall.
If you look closely you can see it. The first picture gives the best sense of how the hoses run once you get the proper orientation. Hope these help.

Check to insure the canister is working properly, one side can be blown in and the other with the check valve will not let any air in. If it rattles, it is shot. Do not use compressed air just your lungs

It looks like all the connecters for the vacuum hoses were either broken or removed and there was build up in the ends of the hoses under the battery. I bought vacuum line hose and various connectors. Using the pictures supplied above and the vacuum piping diagram I found on a parts website, I managed to connect everything back up the right way!
I did test that canister under the batter and it seemed to be in perfect working order. May have even been replaced as the plastic and metal seemed fairly new and in great condition.
Now she runs at lower RPM, is quieter, and gets better gas mileage. Also, I don't know if this is my imagination or not, but she seems to shift better. She searches for gears a ton less than before.
