Replaced Cat Still Cant Pass Smog PLEASE HELP !!

I need anytype of help i keep failing smog on high hc only at 15mph and 25 mph , so far i replaced cat,oil,o2's,and a tune up , can anyone please help me thanks

Small vacuum hose leak, dirty air filter or carbon build up in engine.

Take it to a Toyota dealer. Pay a small fee for extensive diagnostics to exactly identify the problem.
